A method and an apparatus for encoding and decoding video signals according to directional intra-residual prediction are provided to perform the directional intra-prediction on an enhancement layer so that the coding size of symbols for directional information can be greatly reduced and the directional information can be adjusted as much as difference by referring to directional information of a base layer. A method of encoding video signals according to directional intra-residual prediction comprises the following steps of: calculating the first residual data by directional intra-prediction on the first block of a base layer by referring to a second block of the base layer(S301,S302); calculating the second residual data by directional intra-prediction on a third block of an enhancement layer corresponding to the first block of the base layer by referring to the fourth block of the enhancement layer corresponding to the second block of the base layer(S303,S304); and encoding the third block according to the directional intra-residual prediction by acquiring the third residual data which is difference between the first residual data and the second residual data(S305,S306).
