摘要 <p><P>PROBLEM TO BE SOLVED: To provide a video encoding device in which a capacity of a binary data storing unit is small, the size of the video encoding device is small, a video signal can be processed in real time, and deterioration in the quality of images generated from the eventually obtained data can be prevented. <P>SOLUTION: This video encoding device includes: an orthogonal transformation unit 3 for orthogonally transforming a video signal; an adaptive quantization unit 4 for quantizing a value obtained from the orthogonal transformation unit 3; a binarization unit 3 which binarizes an encoded value obtained from the adaptive quantization unit 4; and a context modeling unit 32 and binary arithmetic encoding unit 33 which subjects entropy encoding to binary data obtained from the binarization unit 30. Here, the adaptive quantization unit 4 encodes the video signal based on a characteristic of processing performed by the binarization unit 30 so as to obtain binary data of an amount smaller than an amount of binary data obtained from the binarization unit 30 by performing encoding without being based on the characteristic. <P>COPYRIGHT: (C)2007,JPO&INPIT</p>
