<P>PROBLEM TO BE SOLVED: To provide a developing device capable of enhancing development efficiency compared to an EH development, and preventing toner from staying in a developing area or sticking to a toner conveying member, and other troubles, and to provide an image forming apparatus. <P>SOLUTION: The developing device includes the toner conveying member 2 that conveys a toner while hopping the toner with a conveying electric field generated by applying a multi-layer voltage to a plurality of electrodes arranged at predetermined intervals. The developing device develops a latent image on an image carrier 1 by conveying the toner 2 by the toner conveying member to the facing area of the toner conveying member 2 and image carrier 1.
