PROBLEM TO BE SOLVED: To provide a basic circuit for storing very weak power at low loss. SOLUTION: The basic circuit includes a plurality of first storage means, a second storage means always grounded; a plurality of power generating means grounded and supplying charge to a plurality of the first storage means and the second storage means; a plurality of switching means having common terminals, make terminals and brake terminals as a plurality of synchronized switching means, having common terminals connected to the first storage means, make terminals connected to the first and second storage means and brake terminals grounded; and a third storage means, grounded and supplied with the charge from a plurality of the first storage means and the second storage means, when the common terminals and the make terminals are connected.
