PROBLEM TO BE SOLVED: To provide an effective ice thermal storage system which can contribute to suppress heat island phenomenon with excellent space efficiency. SOLUTION: An ice making coil 2 freezing and thawing stored water as a heat storage medium is set within a hollow pile provided in ground as a foundation pile 10 for building, whereby the foundation pile is used as an ice thermal storage tank 1. As a heat radiation source of a heat source machine such as an ice making brine chiller 3 connected to the ice making coil, an underground heat exchanger 20 adapted to release heat to the ground by laying a heat radiation medium in the ground is used. As the underground heat exchanger, a series of heat radiation coil-like conduit provided in the ground in a vertically or horizontally meandering state, or a hollow pile provided in the ground as a foundation pile with the outer circumferential surface being a heat releasing surface can be used.
