COMMUNICATION QUALITY DETERMINING APPARATUS, COMMUNICATION QUALITY DETERMINING METHOD AND ITS PROGRAM

[PROBLEMS] To precisely determine the number of data losses even when all of packets to be determined are not/cannot be acquired in a network quality determining apparatus. To reduce the processing load on the determining apparatus by processing only a part of the packets to be determined. [MEANS FOR SOLVING PROBLEMS] A network quality determining system comprises a means that compares a part of header information of packets with a sampling database, in which packets to be acquired are described, thereby sampling the packets; and a means that compares acquired packets with the sampling database, in which the packets to be acquired are described, to detect packet losses if there exist any lacks of packets. Using these means, the network quality determining system determines the number of data losses at the time of sampling determination. Additionally, a plurality of observers use the same sampling database, whereby when the different observers examine the same flow and the numbers of data losses are different, the quality degradation of the corresponding sections can be determined even by the process of the sampling determination.
