A button plate for a personal mobile terminal and a method of manufacturing the same are provided to minimize the thickness of a key input while solving a problem that hardness is weakened. A plastic film(120) displayed with a button region for a key input and a button sheet(110) of high hardness material having a button pattern(112) corresponding to the button region are disposed in a lower mold. An upper surface of the button sheet is applied with a liquid resin made of rubber material. Then, an upper mold is pushed to the lower mold to form a rubber pad layer having a push protruding portion(132) corresponding to the button region. A liquid resin made of a rubber material is applied between the plastic film and the button sheet.
