<p><P>PROBLEM TO BE SOLVED: To provide an encoder which can reproduce an image such as a photograph or an animation image faithfully even if the size or the hard cost of a portable terminal is reduced. <P>SOLUTION: A 3D histogram creating section 1 plots all pixels of an input image in a 3D space to create a histogram. A code book creating section 2 includes a section 21 for determining the number of code vectors, a section 22 for dividing a histogram space into k×l×m clusters based on that number of code vectors, a section 23 for calculating the average value of RGB parameters in each cluster, a section 24 for integrating clusters having a vector of closest inter-vector distance, and a section 25 for setting the RGB values of each cluster as a code vector and outputting the results as a code book.
