PROBLEM TO BE SOLVED: To inexpensively obtain a portable terminal device, having a highly safe personal identification number certification system with improved conveniences and easiness. SOLUTION: When registering a personal identification number, biological information detected by a biological detection section 29 is used as an encryption key and a prescribed personal identification number is encrypted to form a biological encrypted personal identification number, where the number is stored at an EEPROM 23. Then, when certifying the personal identification number, the personal identification number detected by the biological detection section 29 is used as a decryption key, and decryption processing is performed to the biological encrypted personal identification number stored in the EEPROM 23 to reproduce a personal identification number, where the number is supplied to a SIM card 28. In the SIM card 28, the decrypted personal identification number is compared with a personal identification number stored in the memory of the SIM card 28 in advance, thus certifying the personal identification number for enabling a telephone function, or the like to be used.
