PROBLEM TO BE SOLVED: To provide a device and method of manufacturing a high voltage CV cable capable of preventing pasting up of an internal semiconductive layer on a conductor. SOLUTION: The manufacturing device of high voltage CV cable is constructed of a lubricant coating device 20 which inserts a conductor 2 from one end and discharges the conductor 2 from the other end and adheres and coats a mold-releasing lubricant on the conductor 2, a nitrogen atmospheric container 40 which inserts the conductor 2 discharged from the other end of the lubricant coating device 20 and coated with the mold-releasing lubricant, discharges the conductor 2 from the other end, and formes nitrogen atmosphere, and a head 50 which inserts the conductor 2 discharged from the nitrogen atmospheric container 40 and coated with mold-releasing lubricant and extrusion coats an inner semiconductive layer, an insulating layer, and an outer semiconductive layer on the conductor 2 inserted, and manufactures a high voltage CV cable 1 and then, discharges the high voltage CV cable 1 manufactured from the other end.
