PROBLEM TO BE SOLVED: To drastically reduce horizontal force to a partition wall even if one side is full of waste and the other side is empty. SOLUTION: Facilities are constituted of the partition wall partitioning a space enclosed by an outer peripheral wall, a reclamation vessel divided by the partition wall, the waste charged to the reclamation vessel and a sheetlike reinforcing material laid in an almost horizontal direction inside the waste.
