A network device comprising a receiver for sampling a number of timeslots in a communication channel; a processor for determining a collision ratio associated with the communication channel based upon the number of sampled time slots and the number of sampled time slots in which communication activity was detected over the communication channel and determining a collision probability based upon averaging the collision ratio over time; and means for modifying a transmission characteristic based upon the determined collision probability.
