An inverse quantization method and apparatus, and a video decoding method and apparatus using the method are provided to accurately estimate a restored coefficient by using statistical distribution of quantization level values to improve the picture quality of video frames restored at a decoder. An inverse quantization method inversely quantizes quantization level values generated by quantizing the original value to obtain a restoration value with respect to the original value. The inverse quantization method includes steps of accumulating histogram counts for the quantization level values to update a histogram, estimating a distribution function for the original value on the basis of the histogram, and obtaining the restoration value with respect to the quantization level values from the distribution function.
