A smart card command transceiving method based on an HTTP(Hyper Text Transfer Protocol) is provided to enable a CDMP(Common Data Manager Protocol) server to minimize an unnecessary connection setup task between a mobile communication terminal and the server by using a connection maintenance function based on the HTTP. A mobile communication terminal transmits an access request signal to a CDMP server(S400), and decides whether an authentication process is essential(S402). If not, the CDMP server transmits a CDMP channel description message to the terminal(S406). After conducting an initialization task, a TCA(Terminal Command Agent) transmits an initiate message for demanding a CDMP channel connection(S408). The CDMP server transmits the first terminal command request message by including response information for authentication(S410). The TCA decides whether authentication information exists(S412). If not, the TCA distributes task contents, and performs an internal task(S416), and decides whether a task completion request exists by a user(S418). If not, the TCA includes task results sent from each sub module in a terminal command response, then sends the response to the CDMP server(S424).
