An oxygen water production apparatus for producing oxygen water with high concentration and high quality, and a process for producing oxygen water using the oxygen water production apparatus are provided. An apparatus for producing oxygen water comprises: oxygen generation device(2) for separating oxygen from supplied compressed air; a contact membrane(1) for receiving oxygen generated from the oxygen generation device to dissolve oxygen into water; and a two-head compressor(3) comprising a first head for receiving air to supply the received oxygen to the oxygen generation device, and a second head for applying vacuum to the oxygen generation device to increase purity of the separated generated oxygen and supplying the purity increased oxygen to the contact membrane under pressurization at the same time. The apparatus further comprises an oxygen water tank(4) for storing oxygen water obtained from the contact membrane; and an oxygen water flux meter(11) and/or a dissolved oxygen meter(12) installed at one side of the oxygen water tank.
