Provided is a binder composition, which reduces bad smells of paints or adhesives and sterilizes building materials or wallpapers to be coated with paints or adhesives. The binder composition comprises 21-50wt% of a binder, 1-10wt% of pyroligneous liquid, and 40-78wt% of paints. The pyroligneous liquid neutralizes a bad smell of the binder and has a sterilizing action. The binder is an acrylic resin. The pyroligneous liquid comprises 80-90wt% of water and 3wt% of organic acids such as acetic acid, formic acid, lactic acid, etc, phenols such as phenol, cresol, 2,4-xylenol, 3,5-xylenol, etc, a carbonyl compound such as formaldehyde, acetaldehyde, propionaldehyde, etc, alcohols such as methanol, ethanol, etc, benzopyrene, diethyl ether.
