An electrolytic capacitor with a polymeric outer layer and a method of manufacturing the same are provided to have low equivalent series resistance and low leakage current. An electrolytic capacitor includes a porous electrode body made of an electrode material, a dielectric covering the surface of the porous electrode body, and a capacitor body made of solid electrolyte containing a conductive material. A dispersing agent containing at least one of particles of electric conductive polymer, a binder, and a dispersant is applied on the capacitor body. The dispersant is partially eliminated to form an electric conductive polymeric outer layer, and then the binder is cured. |
