A cylinder apparatus for pumping a fluid with a transmission is provided to regulate the rising speed of the lift by step and improve the maintenance work of the vehicle by mounting the speed change control apparatus. A cylinder apparatus for pumping a fluid with a transmission comprises a fluid pumping unit containing a main hydraulic pressure cylinder(210) sucking the oil stored in an oil tank(110) attached in a base frame(100) to pump the oil to the outside, and a piston(220) combined to reciprocate in the main hydraulic cylinder; and a pumping speed change unit having a speed change control part mounted at the outside of the fluid pumping unit to control the pumping volume of the fluid and to control the rising speed of a lifting apparatus(500) by step, and a piston hydraulic pressure removal part removing the hydraulic pressure flowed into the piston by the speed change control part and to pump the fluid with small volume.
