The method involves placing a transmitter and detecting a reflector, where delay and Doppler phases of the reflector are calculated. The position of the reflector is selected using statistics generated in an elevation and/or azimuth-dependent manner and the performance of the reflector is determined based on the elevation and/or azimuth-dependent tables or functions. An elevation dependent rice factor is statistically detected and selected.
