A method and a device for offering a touch screen type user interface, and an electronic device including the same are provided to enable a user to generate a short cut menu to any position in a touch screen without respect to the number of short cut menus by receiving the position of the short cut menu with user touch. A user interface storing part(670) provides the user interface for generating the short cut menu for executing a specific function on the touch screen. An input part receives the position for arranging the short cut menu by the user touch. A display controller(680) displays the short cut menu to the received position. The input part includes a touch sensor(610) for detecting the user touch on a touch screen and a touch coordinate calculator(620) for calculating coordinates of the user touch, and an arranger for arranging a layout of other user interfaces on the touch screen according to the position generating the short cut menu.
