Provided are a planting net and a planting mat which are installed at the upper part of the fence base supporting a fence post to prevent the sinking of the upper soil of the fence base. The planting net comprises a seed pad which is formed by distributing seeds(20) between the lower paper(10) and the upper paper(30) cut into the size and shape corresponding to the size and shape of the upper surface of a fence base and adhering the lower paper and the upper paper with an adhesive; and a net member(40) which is made of fiber, whose lower surface is adhered to the upper surface of the seed pad and which has a penetration hole for penetrating the fence post at the center.
