A device and a method for originating an emergency call by using residual current are provided to enable a controller to originate the emergency call by transmitting a short message, for notifying emergency, by using the residual current when it is determined that there is the residual current in a battery, thereby originating the emergency call for SOS in a state of emergency such as danger even when a normal call or service is impossible according as the power of a mobile communication terminal is cut off because the power of the terminal has come to cutoff voltage. A device for originating an emergency call comprises the followings: an input unit(205) in which a user inputs preset emergency call request information for origination of the emergency call; a residual current determiner(215) which determines whether there is residual current in a battery in correspondence with the emergency call request information; and a controller(250) which originates the emergency call by transmitting a short message, for notifying emergency, by using the residual current.
