A mobile communication system having a function of transmitting a message and an operating method thereof are provided to convert character data into voice data and transmit the converted data when transmitting a message to a mobile communication terminal included in a different foreign mobile communication network, thereby transmitting the message irrespective of the language of a corresponding country and languages, which the mobile terminal of a called party supports, without passing through a special translation process. A mobile communication system having a function of transmitting a message comprises the followings: a mobile communication terminal(10) which generates a message including characters and image data, and then transmits the message; and the first server(20) which reads each character data included in a message received from the mobile communication terminal(10), converts the character data into voice data, and then transmits the converted data. The first server(20) includes the first database unit(22) and the first server control unit(21).
