PROBLEM TO BE SOLVED: To provide a collision deciding device and a collision deciding system for a die cushion by which the collision of a slide with a cushion pad is surely decided in a short period of time. SOLUTION: This collision deciding device (110) which decides the collision of the slide of the die cushion mechanism (20) generating force to the slide (24) of the press by using a servomotor (18) as a drive source with the die cushion is provided with: a force detecting means (21) for detecting the force generated between the die cushion and the slide; and a comparing means (95) for comparing the detected value (Fd) of the force detected by the force detecting means with a prescribed threshold value (L1). When the detected value of the force is larger than the threshold value, it is decided that the collision of the slide with the die cushion is caused. The decision of collision can be performed by comparing the differential value (Fd', Fd'') of the detected value of the force, the detected value (Y1d) of the slide position or the command value (Y1c) of the slide position with other threshold values about them.
