PROBLEM TO BE SOLVED: To provide a mixing device for a foam extinguishing system, wherein a start-up device for opening a pilot cylinder or a pressurization cylinder does not use an electrical device so as to dispense with an explosion prevention structure even in an explosion prevention area and construction of an electric cable, and a mixer can mix foam stock solution and water at a stable prescribed ratio. SOLUTION: The mixing device 100 for the foam extinguishing system is constituted so that starting gas in the pilot cylinder 43 is discharged by operation of the start-up device 41, the pressure opens the pressurization cylinder 44, pressurized gas in the pressurization cylinder 44 pressurizes the foam stock solution tank 3 to discharge the foam stock solution from the foam stock solution tank 3 to be mixed with fire water through the mixer 7, wherein the fire water is partitioned with an automatic valve 2, and the start-up device 41 is operated simultaneously with opening of the automatic valve 2 with water pressure for opening the automatic valve 2.
