Synthesis of porous manganese oxide comprises stirring an aqueous hydroxycarboxylic acid, which functions as chelating agent, dosing an water soluble amine and maintaining the temperature 25[deg]C and pH 8-3 to obtain stable manganese oxide and subsequently adding oxygen to obtain oxidation potential; and precipitating the mixture by adding manganese oxide salt solution to obtain porous manganese oxide.
