<p><P>PROBLEM TO BE SOLVED: To improve the accuracy of diagnosing an operating failure of an actuator. <P>SOLUTION: The actuator 20 consisting of a cylinder 34 and a piston 36 has a sensor A44 for detecting that an arm 40 is located at a backward movement end and a sensor B46 for detecting that the arm 40 is located at a forward movement end. For example, forward movement operation from the backward movement end is performed by a command from an actuation command part 62.
