PROBLEM TO BE SOLVED: To solve the problem wherein although an optical multiplexer/demultiplexer which is low cost and in which light loss is reduced, and which has high mass productivity is required, there is no multiplexer/demultiplexer which satisfies the desired properties and specifications. SOLUTION: A filter insertion waveguide is such that a dielectric multilayer film filter is inserted at the crossing part of the waveguide which crosses in Y-character formed on a substrate, and the waveguide at the crossing part is the Y-character waveguide comprising a tapered waveguide, which is expanded in a tapered form from an incident waveguide and a following straight waveguide having a wide width.
