PROBLEM TO BE SOLVED: To effectively prevent exfoliation of interfaces between core layers and a clad layer due to organic crystal in an organic waveguide type optical modulator that uses the organic crystal in the core layers. SOLUTION: In the waveguide type optical modulator, wherein an electric field for modulation is made to act on the core layers of an organic waveguide guiding incident light and a phase and/or intensity of the guided light is modulated to emit the resulting light, the core layers 11C and 11D are constituted of the organic crystal and adhesive layers M1 and M2, each having fine ruggedness structures, are formed at the parts, in contact with the core layers formed by using the organic crystal of a clad layer 21 holding the core layers 11C and 11D formed by using the organic crystal.
