<p><P>PROBLEM TO BE SOLVED: To provide a bandwidth allocating apparatus and its method to transmit a bandwidth allocation requesting command when an estimated next bandwidth is different from a present usable bandwidth by a threshold value. <P>SOLUTION: A radio communication apparatus estimates a next bandwidth requirement (s4.1), compares the estimated next bandwidth requirement with a present allocated requirement (s4.2), obtains a difference value, and compares the difference value with the threshold value.
