PROBLEM TO BE SOLVED: To provide a manufacturing method for an electromagnetic wave shielding film that has high electromagnetic wave shielding characteristic, and also has light scattering of small dimensions and high light transmission, the electromagnetic wave shielding film manufacturing method that capacitates low-cost, mass production. SOLUTION: This is a display panel film with electromagnetic wave shielding and light transmitting characteristics, which has an adhesive layer on its transparent plastic base material and a mesh-shaped metal foil layer on top of that, wherein the adhesive layer's upper part is in contact with the metal foil layer and air, and the haze of the mesh part is equal to or less than 10%.
