PROBLEM TO BE SOLVED: To provide a substrate for an organic functional element excelling in an electric characteristic, and allowing an organic functional layer to be formed into a high-definition pattern-like form with a simple process; and to provide an organic functional element using the substrate for an organic functional element. SOLUTION: In order to solve the above problem, this invention provides this substrate for an organic functional element which includes a base material, an electrode layer formed on the base material, and a wettability changing layer formed so as to cover the electrode layer for changing wettability by action of a photocatalyst associated with energy irradiation, and is characterized in that the wettability changing layer contains a nonionic conductive inorganic material.
