PROBLEM TO BE SOLVED: To provide a roller which can uniformly enhance the adhesive strength between a tube material and an external layer without reference to whether the tube material has superior liquid absorptivity and maintain heat insulating properties and an excellent roller function for a long period of time, a fixing device having the roller, and an image forming apparatus. SOLUTION: A pressure roller 65 has a paper tube 66, a surface lower layer 67 which is provided nearby the surface of the paper tube 66 and made of a polyimide sheet, and a heat-insulating elastic layer 68 consisting of silicone rubber fixed to the surface layer 66a of the paper tube 66. The paper tube is a laminate roller formed of paper, polyimide, and paper by coating paper made of sheet type cellulose fiber with a binder (adhesive), winding the paper in a roller shape while applying a fixed load, inserting the one lower layer 67 nearby the surface layer, and further winding the paper.
