PROBLEM TO BE SOLVED: To provide a plant for generating hydrogen and electric power together where the heat of steam generated at a steam generating apparatus in an electric power generation plant is efficiently transferred to a reformer in a hydrogen production plant and where condensed water can be suitably treated. SOLUTION: The plant for generating hydrogen and electric power together has a feed water heater 2 to heat feed water and which is located at the upstream side of a feed water pump 7, the reformer 9 to produce a hydrogen-containing gas by steam reforming using methanol, ethanol or dimethyl ether, an intermediate loop 16 to recycle a heating medium for feeding the heat of steam generated at the steam generating apparatus to the reformer 9, an intermediate heat exchanger 8 to transfer the heat of steam through the intermediate loop and an outlet piping 17 connected to the outlet of the heating side of the intermediate heat exchanger 8, located at the heating side of the intermediate heat exchanger and to heat the feed water by being connected to the feed water heater 2.
