PROBLEM TO BE SOLVED: To provide a porcelain enamel substrate for mounting a light emitting element which can mount an light emitting element at high density, a light emitting element module in which the light emitting element is mounted on the porcelain enamel substrate, and a display device, an illumination device and a traffic signal, each employing this module.

SOLUTION: The porcelain enamel substrate 13 for mounting a light emitting element is characterized in that a through hole 16 is formed on the porcelain enamel substrate having a core metal 14 covered with a porcelain enamel layer 15, and a through hole electrode 17 obtained by filling a conductor in the through hole is formed. The light emitting element module 10 is characterized in that the light emitting element 11 is mounted on the porcelain enamel substrate.
