PROBLEM TO BE SOLVED: To reduce a data amount of a frame image, and a data amount of a photographed image. SOLUTION: The monitoring system is provided with an imaging unit which photographs a video image including a plurality of frame images; a figure authentication unit which authenticates whether a figure respectively included in a plurality of frame images photographed by the imaging unit is a person registered beforehand or not; a data amount conversion unit which reduces a data amount of the frame images when the person included in the frame images photographed by the imaging unit is authenticated by the figure authentication unit; and an image storing unit which replaces the frame image in which the figure authentication by the figure authentication unit establishes out of a plurality of frame images photographed using the imaging unit, by the frame image which reduces the data amount by the data amount conversion unit, and stores.
