PROBLEM TO BE SOLVED: To prevent faulty fixing from occurring even when fixing operation is performed at high speed while achieving the shortening of warming-up time and setting to low temperature at standby time. SOLUTION: A conductive heating roller 11 and a pressure roller 12 are brought into press-contact with each other, and an IH coil 14 is arranged on the outer circumference part of the heating roller 11, then a high-frequency current is applied to the IH coil 14, whereby the heating roller 11 is heated. Silicone oil 13 is enclosed inside the heating roller 11. When heat is moved to transfer paper from the surface of the heating roller by fixing processing, the quantity of heat accumulated in the silicone oil 13 is supplied to the heating roller 11.
