PROBLEM TO BE SOLVED: To provide a creation method of a control program capable of preventing a human-induced mistake with high operation efficiency. SOLUTION: When an execution module 54 of the control program is created by compiling a user program 51 for a control device, a maintenance support device 1 consults output signal designation data 52 for setting output address information which is output in compiling a user program for another control device, and an input address conversion table 53 for setting input address information. In addition, in the compiling, the maintenance support device outputs the output signal designation data 52 and the input address conversion table 53 which are consulted when the user program for the other control device is compiled.
