<P>PROBLEM TO BE SOLVED: To provide a compact hydrogen producing apparatus which attains a high efficiency catalytic reaction, and to provide a method capable of simply producing the hydrogen producing apparatus. <P>SOLUTION: The hydrogen producing apparatus is equipped with a joined body obtained by joining a couple of substrates, a tunnel-like flow passage constituted of a fine groove part formed in the joining surface of at least one substrate of the couple of substrates, a gas introduction port and a gas discharge port which are each formed by exposing the tunnel-like flow passage to either of the surfaces of the joined body, a catalyst carrying layer formed on the tunnel-like flow passage, and a catalyst carried on the catalyst carrying layer.
