PROBLEM TO BE SOLVED: To create a new isoquinoline derivative useful as a medicine and to find out new pharmacological actions of the derivative. SOLUTION: A compound is represented by formula [I] (wherein, ring X represents a benzene ring or an aromatic heterocyclic ring; Y represents an isoquinoline ring group; R<SP>1</SP>and R<SP>2</SP>represent each a hydrogen atom or an alkyl group; and R<SP>3</SP>and R<SP>4</SP>represent each a halogen atom, a hydrogen atom, an alkyl group, an alkenyl group, a carboxy group, an ester thereof or an amide thereof, an alkylcarbonyl group, an aryl group, an arylcarbonyl group, an amino group, an alkylamino group, an arylamino group, a sulfonic acid group, a nitro group, a cyano group or an aromatic heterocyclic group having one or a plurality of nitrogen atoms in the ring) or a salt thereof. Furthermore, the compound or salt thereof is useful as a therapeutic agent for diseases associated with Rho kinase, especially as a therapeutic agent for ocular diseases such as glaucoma.
