An information exchange system, a management server, and a method used in the same to reduce network load are provided to transmit a notify message when a subscription is updated and input a notify message having no contents instead of plural notify messages, which have no transmitted contents, when the subscription is updated, thereby reducing the network load. An information exchange system comprises the followings: the first terminal unit(3) which includes a monitoring unit monitoring the state of at least one monitored object and a notification unit transmitting a notify message about the state of the at least one monitored object to a management server(2); the second terminal unit(1) which includes a state notify request transmitting unit transmitting a state notification request, which includes information for designating a monitored object group including the at least one monitored object, to the management server(2); and the management server(2) which includes a transmission processing unit transmitting a notify signal, which includes no contents, to the second terminal unit(1) when the state notify request is updated.
