PROBLEM TO BE SOLVED: To provide a lighting technique by which illumination in a display space such as a show window and a magnet point of a store is made easy to be noticed, and is made not cumbersome so as to be seen with ease, and setting of time of illumination control can be carried out easily, and a lighting device. SOLUTION: Each light output of a plurality of light sources La1-La4 is delayed by a sum of a fade-in time ti and a regular lighting time tc from a previous priority lighting apparatus in order of La1→La2→La3→La4 and is changed monotonously and periodically between zero and a pre-determined light control level A. Thereby, a plurality of goods are lighted repeatedly by changing in order the goods of illumination object, and the regular lighting time tc is set at approximately 1.7-3 seconds, and the fade-in time ti and the fade-out time to are set at approximately 2 seconds.
