PROBLEM TO BE SOLVED: To provide a vegetation substrate which has a vermin damage-preventing function, has excellent applicability, and can surely prevent the vermin damages by herbivores such as deer, and to provide a vegetation method. SOLUTION: This vegetation substrate having the vermin damage-preventing function is characterized by disposing fibers 3 for preventing the invasion of the mouths of the herbivores on the upper side of the vegetation mat 2. When the vegetation substrate having the vermin damage-preventing function is laid on a vegetation target field, the growth and post-planting cares of vegetation plants are achieved with the vegetation mat, and the moderation of rapid temperature changes, the reduction of impacts on raining, and the like can be achieved with the fibers disposed on the upper side of the vegetation mat.
