The PoC server (10) has a right-to-speak status indication control part (12) that, when there exists a status in which none of the terminal apparatuses (40) is given the right to speak, transmits a reproduction command, which instructs a reproduction of a right-to-speak acquisition possibility status indication voice data indicative of the foregoing status, to the terminal apparatuses (40). In this way, in a multi-point teleconferencing system, a voice in accordance with the residence of the right-to-speak can be outputted by a terminal apparatus.
