An earthquake-proof brick, and an earthquake-proof wall using the same, and a constructing method thereof are provided to secure the combining force between a brick and a filler by injecting the fiber reinforcing agent between the brick and the filler and to improve the shear reinforcement by placing the earthquake-proof pad. An earthquake-proof brick(10) is composed of grooves(12) formed at the upper and lower surfaces; and a filler filled in the grooves to be hardened and to be structurally engaged. The inside of the groove is large, and the groove is vertically and horizontally long. A fiber reinforcing agent(14) is formed inside, and the ends of the fiber reinforcing agent are projected to the outside of the brick. A filler is filled between the bricks and hardened after filling the grooves.
