PROBLEM TO BE SOLVED: To measure an interference power in a carrier hole even in such circumstances that there are extremely few open slots in multi-carrier transmission, and to improve receiving circumstances by flexibly coping with the change of a peripheral environment according to the measured interference power information.

SOLUTION: In this base station for performing radio communication with terminal to be controlled in a multi-carrier transmission system, a carrier hole setting part 114 sets at least one sub-carrier to which data is assigned as a carrier hole, and prepares carrier hole information for specifying the carrier hole. A radio transmitting part 110 transmits the information for specifying the carrier hole to the terminal.
