A data embedding device includes: a phase adjustment unit for phase-adjusting an acoustic signal in accordance with a frame unit in which transmission data is to be embedded; and a synthesis unit for embedding the transmission data into the acoustic signal which has been subjected to the phase adjustment. Moreover, a data extraction device includes: a removal unit for removing a low-frequency component from the acoustic signal where the transmission data has been embedded and generating a low-frequency-removed acoustic signal; a synchronization unit for synchronizing the low-frequency-removed acoustic signal generated by the removal unit, in accordance with the frame unit when the transmission data has been embedded into the acoustic signal; and an extraction unit for extracting the transmission data from the low-frequency-removed acoustic signal synchronized by the synchronization unit.
