A display panel and a display device having the same are provided to prevent an error in position information detection by preventing reflection caused from a black matrix. A lower substrate(300) is divided into a display area for displaying an image and a surrounding area neighboring to the display area, and includes multiple pixel parts(310) formed in the display area to display the image, multiple light sensors(320) formed in the display area to detect a position, and the black matrix(330) formed in the surrounding area. An upper substrate(400) is faced with the lower substrate and includes the black matrix(420) formed by corresponding to the surrounding area. The lower substrate is connected to a transparent electrode and includes a reflective electrode having a penetrating window for penetrating light. The black matrix is formed in the same layer and material as the reflective electrode.
