<P>PROBLEM TO BE SOLVED: To provide a reverse-current preventive means which is secure in operation and lower in electric power consumption. <P>SOLUTION: A transistor or a relay is used as a switch, and an instantaneous switch is turned off, then a voltage at a charging side and a voltage of a charged side are compared during such an off-time. If the voltage at the charging side is higher than the voltage at the charged side, the switch is turned on.
