PROBLEM TO BE SOLVED: To effectively disperse loads of a CPU when the number of communication sections are fluctuated. SOLUTION: A load management system detects operating conditions of a plurality of CAs 13a to 13f. The loads of respective CPUs 14a, 14b, 15a, and 15b are effectively dispersed in spite of the fluctuated number of the CAs 13a to 13f so that the CPUs 14a, 14b, 15a, and 15b performing data processing to the data received by respective CAs 13a to 13f are selected in response to the detected operating conditions.
